change service role order for matrix-registration-bot

the reason for this is to influence the order of the systemd services. because the bot needs a running homeserver to start successfully

but this takes out the matrix-registration-bot out of the list of bot in setup.yml ;-(

Would it maybe make sense to first start homeservers before all bots?
