No response from irc_bot after setting up matrix-appservice-irc

I followed the directions to set up matrix-appservice-irc and got no errors when running setup-all and start. The matrix-appservice-irc docker container is up and running. I then began a chat with @irc_bot:MY_DOMAIN in Element, and Element reports that the bot has joined the room, but I get no responses from it at all, and can't get any farther setting up the bridge. It reports the bot is offline.
