hwloc: update url_for_version

Removes use of list_url and list_depth in favor of directly using location of .tar.gz files.

Modifies url_for_version to specify substitution rule for url.

Prior to this PR, there is an issue with list_url in that it indicates a http protocol. However, there is a redirect to https which causes SSL issues for Spack users using the -k (ignore SSL) option.
