Make a release?

This came up in a previous offline discussion. For a DO (#59)I, someone said a release tag is necessary. When do we deem this repo ready for a "release"? Where do we document this for other maintainers in the future?

This is a tough one. I would say it's more like, say, astroquery, where there is no clear time for a release. It is under "continuous development". But maybe that means it should be time-based? E.g., a release every 3 months, unless there's no new notebook, in which case skip?

I guess the other option is "whenever a new notebook or cluster of notebooks are contributed". That doesn't account for significant updates to existing notebooks, but it's not clear that'll be a frequent occurrance...

Merging both of Erik's suggestions, and easing the time pressure, how about: Default -- 6 months and write down a plan for what notebooks or improvements are desired for the release, but okay to do intermediate releases if there are significant changes that we want to push out sooner.
