DQ Flag table should be easier to find

In the Pipeline Readthedocs pages, the search feature is not returning the desired search page in the top few hits.

I have tried to search for the DQ Flags table that lists what the dq flags are and what description corresponds to each value. If I search for 'data quality flags', or any variation thereof, I do not see the page I want within the first page or two of hits. I see every single data model that has a dq array listed, as well as dq_init or mentions of dq flags in step pages, but give up before I find the page I want.

If possible, this page needs to be more easily found. We were discussing in a pipeline testing meeting how to find this information. If the pipeline testers can't easily find the page in the documentation, the casual user won't have a chance. And while Google may turn up the page more easily, that shouldn't be the response to users who want to find information in our pipeline documentation pages.
