Include contamination estimates for WFSS

Issue JP-897 was created by Alicia Canipe:

{color:#000000}As far as the WFSS pipeline is concerned, we have started the process of steering the WFSS pipeline to include contamination estimates. SCSB is willing to look into this if the instrument teams can define the algorithms to implement. Nor has been meeting with the NIRISS team and they are in the process of doing just that, based on the large amount of experience they have with HST data. They feel that the WFSS contamination is the most important thing to worry about for now (as far as WFSS processing). Without it, the pipeline will not be able to produce any meaningful spectra from observations.{color}

Comment by Bryan Hilbert: This issue is critical for science operations. Knowledge of potential contamination is fundamental to getting good science results from WFSS data.

Comment by Kevin Volk: The correction of spectral overlap is essential for science in this mode.  It may also be essential for commissioning (e.g. in the standard star observations to produce the photometric calibration of the mode) although this remains to be seen on-sky.

Comment by Anton Koekemoer: This issue was discussed in [JWST CAL WG Meeting 2020-05-12|https://outerspace.stsci.edu/display/JWSTCC/2020-05-12+Meeting+notes] where [~bushouse]  confirmed that SCSB (tracking this issue at [#3861|https://github.com/STScI-JWST/jwst/issues/3861]) has the necessary details in hand in order to be able to proceed with implementing this.
