Add checking of input file format at the start of a module

We are seeing frequent issues with people trying to run modules using files with  the incorrect format. We need to check the format of the input files at the start of each module.

We should update the documentation to make it clear.

Comment by Misty Cracraft: If MIRI imager TSO data is put into the calwebb_tso3 pipeline, but is missing the TSOVISIT=True keyword, it tries to run the spectroscopic steps, rather than the imaging steps. So this is another instance of needing a check that the right modules are being run on the data. If the exptype is MIR_IMAGE, then the imager steps should run on data in calwebb_tso3.
