Return list of obs ids when querying

Issue JWQL-215 was created on JIRA by Bryan Hilbert:

From the JWQL user survey:

Add the ability to query to get a list of observation IDs for exposures with certain specified anomaly flags

Perhaps we can add this information to the downloadable csv file that has recently been added? Maybe we can add a simple webpage that displays the csv contents, so that people don't have to download the file to see the results?
