Add claw flagging button to claw monitor

Issue JWQL-161 was created on JIRA by Bryan Hilbert:

The claw monitor creates images that are manually examined for claws. Since claws come from scattered light that is pointing dependent, often when claws are present, all exposures in a given observation contain claws. It would save a lot of time if we could add a button on the claw monitor page that will cause all detectors/exposures for the current observation to be flagged in the JWQL anomaly database as containing claws.
