All the viz should use pixel linking when possible

As discussed in https://github.com/spacetelescope/jdaviz/pull/2343#issuecomment-1668402755 , all the viz should use pixel linking when possible. WCS linking should only be done when pixel linking cannot satisfy a use case.

For example, if two cubes are just SCI and ERR from the same dataset, just use pixel linking.

This concept is general enough to be applied to all the viz. Imviz already follows this practice. Specviz and Specviz2d are irrelevant, so that leaves us:

• Cubeviz
• Mosviz

Don't worry about mouseover. It does not use the links, just the WCS. Data can still have WCS attached without WCS linking.
