Optimize parameters used by hla_flag_filter.py to determine sourcelist flag values for HAP data

A good test case would be visit ib4103, specifically hst_11671_03_wfc3_ir_total_ib4103_drz.fits. The HAP product identifies a larger fraction of 'real' sources (based on visual/manual inspection) than the HLA catalog. However, all but 17 of the sources ended up being flagged in the HAP point source catalog as either saturated or swarm sources whereas those same sources were not flagged as such by the HLA.
