Drizzlepac/HAP: Replace astroquery calls in tests with artifactory calls

Issue HLA-1562 was created on JIRA by Steve Goldman:

Currently our regression test regularly fail. I suspect that the reason for this is that we are making too many calls to astroquery and we are being temporarily blocked. To fix this, we should switch our tests to using artifactory, and host the data on artifactory. This means that the bulk of our testing will have to be down on RT as the switch will mean more tests that require the --bigdata argument.
