Drizzlepac/HAP: Review truth files on artifactory

Issue HLA-1556 was created on JIRA by Steve Goldman:

With some drizzlepac regression tests having been removed, it may be worth reviewing whether we need all of the files that we keep on artifactory.

 

We keep files in several places (e.g. drizzleapc, hst-hla-pipeline-results) and we have kept versions of the truth files that go back several builds; some of these can be removed.

I've determined that the following directories are no longer used and should be removed:

hstcal-rc

hstcal-results

rt-hstcal-dev

rt-hstcal-stable

scsb-hstcal-results-temp

I've created the ticket HSTDP-2796 to remove the directories as I don't have deploy access. 

The directory hst-hla-pipeline is also currently only used for test/hap/test_align.py tests so with PR #⁠2081 i've effectively move them to where the rest of the drizzlepac regression tests live. The directory should be kept around for a couple builds to ensure the tests work for older verions, but hst-hla-pipeline-results can also be deleted.
