Drizzlepac/HAP: Documentation for HAP parameter conditions

Issue HLA-1523 was created on JIRA by Steve Goldman:

Add additional documentation describing the configuration conditions in the SVM HAP parameter files. While we have done this for the alignment-related parameters, this should also be done for the other conditions. 

 

These are listed in the "instrument_filter_index.json" files (e.g. acs_hrc_index.json). Text describing these conditions should be added to the HAP-parameters section of the ReadTheDocs page. Specifically for the astrodrizzle conditions like "filter_basic".
