Notify INS teams of last version of Drizzlepac with TEAL

In order to insure a smooth transition after removing the TEAL GUI, we must make the public aware of the change. We need to make the instrument teams aware first. We should also mark the release n.n.n with public announcements in the form of a MAST newsletter or STAN.
