Create notebook -> html tutorial pipeline

Ultimately we want a suite of jupyter notebooks that is:

• [ ] Included in automatic tests
• [ ] Rendered in html as part of the deploy process
• [ ] Code is pulled out into .py files automatically

This will be a significant effort, but also a significant enhancement. Use https://github.com/spacetelescope/notebooks as a guide.
