in talking with @hehouts @ccbaumler I made the bold statement that:

if you extracted a neighborhood from a catlas with r=10, then the neighborhood for r=9 would be contained within that and if you wanted to evaluate r < 10 for the same query you could just build those catlases from r=10 neighborhood without loss of information.
