Cannot delete library

Issue description

Create a new library I cannot delete it. It prompts me as if it is going to, but nothing happens.

Steps to reproduce

1. Create a library
2. Try to delete the library
3. Cry

ENG-1955 Cannot delete library

[jimmckeeth]

After closing and restarting Spacedrive, I discovered the library was deleted. Not sure if it is supposed to require a restart to delete it, but that appears to be the case.
