[ENG-823] Fix some stuff

Fixes:

• [x] SQLite journal bug on startup
• [x] Remove "jobs.reports" returning indexes thing
• [x] Resume button - "Job not found"
• [x] Rust global panic handler hook into tracing
• [x] Reduce logging -> Cause we are creating some thicccc log files
• [x] Empty locations due to Prisma errors
• [ ] Fix what is probably a starts_with on nested location detection -> /Desktop/sd and /Desktop/sd2 flag as duplicate
• [ ] Jobs are canceled on core shutdown so resuming jobs are a restart is broken.
• [ ] Adding location "Unknown" on frontend
