[ENG-804, ENG-802, ENG-800] Minor UI Fixes

• Files now have a tooltip to show file extension
• maxLength set for creating tag names and indexer rule names
• Max width and truncation set for location names in the topbar
• Truncation for location names in locations page
• Hex code regex validation for tags
• Tag color input now updates with color picker.

ENG-804 Tag color verify hex code

We need to verify if passed value is a valid color else it breaks deleting tag, assigning tag etc.

ENG-800 Type of file doesn't show if file name is too long

"if the title of a file is too long it wont show what the type of the file is unless you use show inspector."

ENG-802 Tag name can be too long
