Job System - Better Progress

Move progress reporting from inside the job to outside the job where possible.

This is intended to be merged the second the proper alpha release has dropped. I don't trust that it will come without bugs and its goals are more for long-term improvements to Spacedrive's job system not immediately fixing specific bugs.
