Create a README for mission-control repository

The problem faced currently?

There is no README.md file in the mission control repository for newcomers to have a guide to contribute

How can we solve it?

Create a README.md file in the mission control repository describing:

• commands to run mission control with and without space cloud. We can specify here that the command would take a long time initially.
• how to navigate the codebase (project structure - components, pages, routes, etc)
• mention the issues for mission-control are created in the space-cloud repository
