Support auto scaling on the basis of custom logic

The problem faced currently?

Right now, the deployments module in space cloud can auto scale services either on the basis of number of parallel requests or number of requests per second.

However in advances use cases, the user might want to auto scale services based on some custom logic/metrics.

How can we solve it?
