[API] Voice Messages

Would like to work on this. I have 2 candidates for file formats:

  • OGG
  • MP3 This is because OGG is the most lightweight audio filetype that's widely used (albeit not so widely used as MP3), and MP3 is easy to implement. I think we should perfect text messages first before working on voice messages.

I have an idea as to how we're gonna implement this, and it's more of a UI problem: You can send audio messages like normal messages, however it needs to have a prefix/suffix. For example, ?voice:https://link-to-file.com/449552340454e284a55574420396a64?

This would, ideally, also be compatible/built on embeds.

As for recording it, I'm not a frontend guy so I guess it'll be a mic icon next to the emoji icon.
