This change set adds application management features

looks good, tho the application routes need to be connected to the database I'll help you with that after I finished the rewrite

Progress on this PR has been cut a long time ago and It became irretrievably conflicting with the base over time. I don't think the organisation has such a policy but uhm, It's just taking an odd place.
