Handheld Security Radio does not work without telecoms
Description
Title. #25913 added security handheld radios but they do not work if there is no telecoms with the security encryption key. It is a channel-wide feature whether they need a telecoms or not, for instance Syndicate and Handheld (its a separate channel) are specified as not needing a telecoms which is what lets them transmit across dimension.
This makes the radios kinda useless as its another item that can compromise security, or allow multiple people to spam into it like an intercom, it also has none of the benefits a handheld radio provides in giving a means of communication if the telecoms are sabotaged.
A potential solution is to make security coms work regardless of telecoms like handheld but I personally don't think thats fair and balanced.
Reproduction Break telecoms, try and use the security handheld radio.

Intercomms are supposed to work without telecomms, perhaps whoever looks at this issue can start there.
We used to use the common channel for handhelds with the same effect!

handheld radio picks up on anything said within range, meaning you don't need to use :h or :s, also meaning you can hear other people talk, and it's quicker to type something into local than into sec comm most of the time
