Unable to chat in LOOC as downed borg

Description

On Salamander today as a Borg I was able to chat normally for the first part of the round. Later, I was shot and downed and was no longer able to chat in LOOC. I could select the channel and type messages to send in LOOC but when submitting/hitting enter for the message it would simply not appear in chat.

Reproduction Join game as borg, get downed, attempt to chat in LOOC.

Additional context Possibly this has something to do with the odd half dead / half alive state of a downed borg? I wouldn't expect it to effect chat in this way.
