Add Dockerfile and instructions

I decided to publish an image myself for convenience, would probably be willing to keep it up to date, or anyone else can publish it on the docker hub or their own server.

This is the second one I made, because I switched to a new branch to clean things up. I needed to make more changes to allow the git update method to work.
