[CTM] CTM textures do not work until resources reloaded

Description of Issue

CTM (Connected Textures) textures do not load on the minecraft launch and won't work until resources are fully reloaded with F3+T or with changing in resource pack menu. At First: 2024-09-24_18 57 13 After F3+T: 2024-09-24_18 57 33

resources.zip Checked the issue one more time. It seems that in only occurs when you specify non-vanilla biome (registered by datapack) in ctm properties. Attached the datapack.zip that registers custom biome that is used in rp's biome predicate.
