Custom panorama not working in 1.13

I can't get the custom (randomized) panorama to work I think its fair to say that there has been an update under the hood from mojangs side in this regard. considering they have changed the default panorama as well with a greatly reduced blur. So I assume this could have been overlooked as its probably not a super popular feature ^^

can confirm custom panoramas don't work in 1.16.4. tried with the pack provided

Custom Panoramas still doesn't work. Hoping for this to be fixed (sometime?)
