Implements rate-limiting

Following some discussions, we could provide the feature to rate-limit calls on listener, frontends or clusters (you should discuss at which level, we implements that)?

There is a rfc drafted by the ietf, based on feedbacks from how Twitter and GitHub have implemented it.
