[OSM] Mechanical edit of wrong toilet tags via JOSM Editor
This is a follow-up ticket for https://github.com/sozialhelden/wheelmap/issues/400.
As suggested in the osm talk-de forum we need to do a mechanical edit via the JOSM editor.

As soon as this is done, we can execute the prepared poi migration
rake task from PR #562.
@karolinamakaruk can you look into this and test if you could prepare this in JOSM?

Also, the other wheelchair-toilet tags @1000miles has found should be cleaned up in a similar way: https://github.com/sozialhelden/wheelmap/issues/400#issuecomment-274497677
@1000miles that it will take more than 4 weeks to finish because we need to do some research with that.

do you need help to do the stuff on osm side ? I already do it in France and Switzerland. it is easy todo :
- send an email to talk-de to be allowed to do a mechanical edit
- do the mechanical edit using josm and overpass
I can do both (but I don't speak german, so I'll need help if the request need a talk)

it's as if wheelmap still has the wrong tags in the database and sends to osm as soon as another field is modified (e. g. wheelchair:description)
@1000miles can you investigate please?
