Add Submission & Discussion to home page

Could be similar to HN where people can submit article or nominate ideas for future vids. It could also be a nice place for discussion in the comments section of each submission.

Obviously, QD stuff will have to go over all submission to upvote the ones they like or filter inappropriate links.
