Cookbook does not function on Amazon Linux 2016.09 and above

Due to being locked into MySQL cookbook less than 8.x, this cookbook doesn't work when attempting to compile the mysql cookbook despite not even using it.

MySQL cookbook 7.x and below maintained a giant hash map of OS and version mapping to MySQL packages. This was a broken approach they resolved in version 8.x and above.

TLDR: this cookbook needs to move to MySQL 8.x and above to start working on Amazon Linux.
