Update to support chef-vault version 2.0.0

Attempting to push a new version of the certificate cookbook so it will support chef-vault version 2.0.0

I am also doing some linting/cleanup and improving the tests available to verify the code base either by kitchen or TravisCI.

Would be nice to set a future goal of converting this cookbook to a full resource cookbook (3.0.0) whenever someone has time. Thanks in advance.

@atomic-penguin Just a side note on commit regarding the versioning, after reading on other posts (#31) I get why it is setup the way it is and have no desire to change how the cookbook is deployed to the supermarket. Please just let me know if I need to revert any changes as my whole quest here is to get the chef-vault dependency up to date but thought I should also get tests to pass like any good contributor. Thanks in advance!
