Brief Description

When using an aptly_mirror resource it seems we cannot use a hkps server only hkp.

Steps to reproduce the behavior:

In aptly_mirror resource set to use keyserver keys.openpgp.org

Expected behavior

Aptly downloads key via hkps rather than hkp
