Sorry, we don't replicate at the moment. Are you using the new arm runners by chance? Output seems different than I'm used to.
I can investigate deeper in a few days.
Can I have name of your runs-on:_ ? I'm trying to figure out if this is a the new ARM runners that are not building Docker based actions in the same way.
Okay, I'd say this is something on your side then. Let me know what you learn. I have no context to the setup of your self-hosted runner.

I have fixed the problem. The bug is with docker 27.0.1. Rolling back to docker 26.1.4 solves the issue.
