moving method from private to public hangs while applying change

Steps to Reproduce

1. I have a ruby class file that previous changes moved a public method into the private method area
2. Fixing that is a trivial change, but to see how well Cody would do it I asked it to make the change.
3. It hangs while applying the change

Expected Behaviour

Move the method in the file into the block below the public keyword
