VS Code: Cody is not adding correct numbering in response with Enterprise account.

Describe the bug

Platform: MacOS

Steps to reproduce:

1. Have Cody plugin installed in your VS Code editor
2. Login to Cody with Enterprise user
3. Open new chat and ask Cody a question i.e. i want to build a java project. tell me step by step process
4. Check the response from Cody

Observed behavior:

Numbering for the steps is showing 1 and not incrementing for a new step.

Expected behavior

Step numbers should be incremented correctly and the response should consist correct numbering.
