Describe the bug

Cody takes a while to startup, especially compared to other extensions and Github Copilot:

Expected behavior

Quicker startup time if possible 100ms per extension seems to be the max norm.

Additional context

This on a Chromebook using a Intel(R) Core(TM) i5-10210U CPU @ 1.60GHz (8 threads, 4.20GHz).
