Tracking issue: cody-gateway.sourcegraph.com errors; 'no progress bar'; 'stuck on 'You're all set' screen'; etc.

Tracking issue for all issues stemming from Cody gateway. This can surface in a few ways:

• Errors in the UI or logs mentioning cody-gateway.sourcegraph.com
• During the initial setup flow, no progress bar appearing / getting stuck on You're all set screen.

We're looking into this issue and will post updates here.

We believe we're hitting into some rate limits with our LLM providers (OpenAI) and are working on resolving the issue.
