please add changelog.md,let us konw clear what's new in new version

Hello! We have a changelog available here: https://github.com/sourcegraph/sourcegraph/blob/main/CHANGELOG.app.md

We also include release notes with the new versions.

Can I ask where you would have looked / expected to look? If we added a Changelog link in the system tray would that help?
