Non-hiding scrollbars still overlap content

Continuation of #1769. Currently the feature of non-hiding scrollbars are unusable in some cases, because scrollbars are drawn inside the content rect instead of outside. For example, in STASHED tab the scrollbar overlaps the seconds of the stash timestamp, making it invisible.

Scrollbars should be placed outside content rect.
