Need refactoring as middleware

Is your feature request related to a problem? Please describe. As Action-based sequence is now being phased out, we need to use middleware-based sequence. This need some refactoring of the providers. According to lb4 doc, https://loopback.io/doc/en/lb4/Sequence.html, sequence action will be deprecated.

Describe the solution you'd like The same package but loaded as middleware :)
