Consider compiled builds in a single top level directory for the Hack project
from #451 conversation:
Everything should be under one custom /home/[user]/hack-dev-files or somesuch.
We can also consider customization of the build directories in some fashion. This would be in line with the request in Paride's IR https://github.com/source-foundry/Hack/issues/450
