Update Semaphore CI testing to Python v3.7.0

Not currently part of the default Python interpreter set available for CI testing through Semaphore. Working with their support team to create a custom build until it is available by default.

Testing against PR https://github.com/source-foundry/Hack/pull/447. Once that turns green, we will merge the Py 3.7 work to the dev branch as part of the v4.000 release work.
