Assessments: Tooltip for "unable to finalize submission"

Submission of assessments is enabled only when answers to all questions of the assessment were saved. This is not obvious to students who would like to finalize but cannot because the button is disabled.

We propose a tooltip: “You can finalize after saving an answer for each question!”
