Replace Microsoft notification service

Openscape uses azure services for notifications currently, including their SDK. It has no secret, so isn't currently active, but it still needs to be removed and replaced with something open source and self-hostable. Something like Uniqush might be good.

This is fairly low priority, at least adding in the new service; the SDK just needs to be removed before release since we aren't using it.
