Handle postgresql DB upgrade

Experiment if it's possibile to automate major version db upgrades using pg_upgrade.

some ideas was published by pglupgrade https://www.2ndquadrant.com/en/blog/tag/pglupgrade/ and use pgbouncer + pg_upgrade + pglogical

I tried to reproduce it, but unsuccessfull and @gulcin (https://github.com/gulcin) just ignored all my emails
