Re-using OBS encoder stutters/looks like 30fps

When I stream to twitch with obs encoder and re-use the OBS encoder in the plugin to stream to an rtmp server the video on twitch looks like smooth 60fps and on the rtmp server it looks like 30fps or less.

When i use another encoder from the plugin and not re-use the obs encoder i get a smooth 60fps video on the rtmp server i stream to.

Looks like there is a bug when re-using the OBS encoder with the plugin.

It's impossible that re-used encoded data has a half framerare, unless it has exact unreferred 1 B-frame between each P-frames and the network is in a situation that not too fast nor too slow
